Because more the slope in hill.
Also becomes automatically more slope on steps because steps are on the hill. So, to obtain better accuracy distance between steps should be minimum with an increase in slope.

In the stepping method of direct measurement,
Stepping length is inversely proportional to the slope of the ground.
