Here it's given that the "Gross diameter of the river hole is 1.5 mm over its normal diameter if it is greater than 25 mm."

And The correct version should be:

"Gross diameter of the rivet hole is 1.5 mm over its normal diameter if it is 25 mm or less."

For rivet holes:
- If the rivet diameter is 25 mm or less, the gross diameter of the hole is 1.5 mm larger.
- If the rivet diameter is greater than 25 mm, the gross diameter of the hole is 2.0 mm larger.
