Who are all saying 20mm is the answer, please note that 20mm is the minimum criteria above which a column is considered eccentric in X or Y.
However, when you go to design a column, you have to adopt a higher value of 50mm for a safer design consideration.

Column in basement, ground floor it's location is correct but in first floor column is shifted on side by 50 mm bodily. Placing of beams at 2nd floor rests on column body. So, structurally is it ok? since centre line of column changing now. This column ends at 2nd-floor roof level. Please answer me.
