Please note that you all are talking about the minimum cover. In question, it is asked about the maximum. So E might be the right answer.
If it was asked a minimum then 50mm for very severe is the right answer.

As per 456:2000, clearly said sea spray is coming under a Very severe condition so 50mm correct answer.
