Loaded means loaded downwards. In that case, upper fibres will be compressed while lower will be expanded. Hence maximum compressive stress will be developed in the top layer.

The rectangular beam is loaded longitudinally: every cross-section.

When we visualise the loading pattern, the bottom side should be in compressive mode.

For simply supported beam top fibre in compression.

For cantilever bottom fibre in compression.
