When the weld well is as far as possible the resistance for a moment will be maximum because the moment arm will be more and need more torque for rotation.

The welds or material located at the outermost regions (farthest from the rotation point) tend to offer the maximum resistance against rotation.

Outer faces should be welded because the maximum shear stress develops although outer faces.
