because of bolt increment for bolt hole is 1mm 2mm and 3mm.
It all depends upon dia of bolt.
for 12 and 14 mm - increase 1mm.
for 16mm 20mm 22mm and 24mm - increase 2mm.
more than 24mm - increase 3mm.

It's asking about dia of bolt hole, not about rivet hole. So for bolted
d'=d+1(12-14mm)
d'=d+2(16-24mm)
d'=d+3(greater than 24 mmm)
so the answer is option A.

d'=d+2mm for d>25mm.

So, Option E is the correct answer.
