Horizontal stiffeners are required when the ratio of exceeds 200 i.e. d/t > 200.

* If the ratio is greater than 200 and less the 250 then provide horizontal stiffeners in addition to the vertical stiffener at a distance d/2.

* If d/t > 250 then required a second horizontal stiffener at the neutral axis of the girder.
Acc to this answer should be D. Neither (a) or (b).

Answer is C. Here, they are asking web thickness is less than d/t >250 then additional horizontal stiffener is provided. It can also be written as d/250> t. It means if the thickness of the web is less than d/250. The second horizontal stiffener is provided.

The question is asking about 2nd horizontal stiffener, not 1st horizontal stiffener. It's range will 250 - 400.

So. Option D is right.
