In the case of I section, it is option C but for channels, angles and tee section it is option B.

B is the right answer for compression member and C is right for tension member.

For compression members, it is the nominal width of the section.

For tension members, it is measured from edge to the first rivet line.
The formula in tension case: b+g-t.
