Since the percentage of consolidation is same. using this formula fetches you the solution.

T1/T2=[(D2)^2] / [(D1)^2].
T=time taken to consolidate a stratum of soil of thickness D,
T1/10=[(8)^2] / [(2)^2)],
T1=10*64/4=160.

Time factor T = Cv*t/h^2.

T = 80*10/2^2 = 200.

For h= 8 m.

T = 80*t/8^2 => 200*64/80 = t.

=> t = 160 years.
