At Maximum pressure, the soil is resist and at Minimum pressure, the soil fails is one and the same.

According to me, the Safe bearing capacity is defined as the "Maximum pressure which the soil can carry safely without any risk of shear failure.
So the given answer i.e. Safe Bearing Capacity is the correct answer.
