Correct answer is D: ultimate bearing capacity.
A: safe bearing capacity = ultimate BC/FoS. It has a factor of safety and the soil can take more pressure without failure so it's not the maximum pressure.
B: Net safe BC = Net ultimate/FoS.
C: Net ultimate BC = load - overburden.
The sequence is: Ultimate > Net ultimate > safe BC > Net safe BC.

Simply, maximum pressure which the soil can carry without risk of shear failure is called safe bearing capacity.
Ultimate Bearing capacity:
As the name suggests, it is the minimum load which can cause the shear failure of the supporting soil.
Correct answer is "A".

I think the correct answer is ultimate bearing capacity because it is asking maximum pressure which a soil can carry without shear failure, safe bearing capacity is the pressure which soil can carry safely without failure but that's not the maximum pressure.

Your statement is true but the definition of ultimate bearing capacity says it is the maximum gross pressure that "can be" applied over the footing to just initiate a shear failure.
So, the answer is "ultimate bearing capacity".

According to me, the Safe bearing capacity is defined as the "Maximum pressure which the soil can carry safely without any risk of shear failure.
So the given answer i.e. Safe Bearing Capacity is the correct answer.

Safe Bearing capacity is the max pressure which soil can withstand without risk of shear failure while the ultimate bearing capacity is the minimum pressure at the base of foundation at which soil fails in shear.

I think here the answer is Ultimate Bearing capacity. When factor of safety is applied to it is called safe bearing capacity.
