It is came from q = kiH. H being distance bet flow line i = delta h/l

l distance between equipotential line.

This is a case when two equipotential lines crosses two flow lines at the intercept of soil layer.

By using trigonometry you can solve it.

Can anyone explain about the law of deflection?

Flow lines get deflected at the interface of two dissimilar soils when it passes from one soil to another soil.

At that time we have a relation:
"K is directly proportional to tan(teta)"
