Yes @Dhruva, a critical hydraulic gradient may occur when effective pressure is zero.

The seepage pressure may not be equal to the submerged weight of the soil mass. Hence, we cannot designate the hydraulic gradient of that as critical.

According to me, the answer should be option C. Please correct me if I am wrong.
