SI unit is always expressed in fundamental units.

So mm and cm is not considered as fundamental unit.

The only meter is considered a fundamental unit.

In SI units;

The unit of length is a meter.
So we can't use cm mm.

The modulus of elasticity in S.I can either be expressed in metre, centi metre or milli metre.
