For High yield strength deformed bars it's 230N/mm2 as per IS 456 Table 22.

As per table 22, IS 456 permisible tensile stress in mild steel is 140N/mm2 =1400kg/cm2.

Mild steel = Fe250.
Allowable tensile stress = 250/1.78,
= 140 N/mm2.

Where 1.78 is the FOS for steel.
So, 140N/MM2 = 1400Kg/cm2.
