Cantilever retaining wall failure by shear key, normally shear key depth assume as 450 mm so minimum thickness of stem 450 mm as per data bottom of thickness base slab assume assume equal to bottom stem.

The thickness of base slab(TB) is expressed as, Tb = (h/12)or 0.08h.
But not less than 300 mm.
The Thick of the stem(Ts) at the bottom is assumed as,
Tb=Ts.
The stem thickness is gradually decreases to a minimum value of 150 to 200mm at top.
