Centre of force is b/3 form bottom. Option B is correct.

As per B C Punmia, In order that tension is not developed, the resultant should strike the base within the middle third.

So the answer will be b/3.

For a retaining wall to have wholly compressive pressure under its base, the resultant force must be within the middle half of the base, meaning the eccentricity (e) should not be more than b/6, where 'b' is the width of the base of the wall.

This ensures that the entire base experiences only compression and no tension.
