The Correct answer is for piles at edges is 15cm and for soils 30cm.
According to IS 456-1978; 30cm is according to IS 456-2000 for piles and 15 cm for soil at its edges.

According to IS 456:2000 Cl. 34.1.2 P(64).
In reinforced and plain concrete footing, the thickness at the edge shall be not less than 150 mm for footing on soil, nor less than 300 mm above the top of piles for footing on piles.

15 cm according to IS 456 : 1978.
And in the updated version IS 456 : 2000, it's 30 cm.
