Here C is in kg/m2. But this should be kg/cm2.
1kg/cm2=1/10 N /mm2.
Therefore,m =(280*10)/3C.
Where C in N/mm2.
= 2800/3C.

Actually, M=stress in Steel/stress in concert.

The Modular ratio (m) according to IS:2-1960, is given as:

m = 280/(3 x Permissible compressive stress) in N/mm2,
N/mm2 = 10kg/cm2.
