Because we have to resist as much as maximum bending moment if using minimum bending moment then reinforcement is not capable to resist maximum value. So mainly consider maximum so we resist the minimum also.

Yes, the calculation of the Area of steel is dependent on the maximum bending moment resisted or imposed by the slab.
