Distribution reinforcement is provided to take care of shrinkage stress and temperature effects. After pouring of concrete, during curing concrete will shrink since the water in the concret is used for hydration.

I think given answer is correct.

As distribution reinforcement is used to distribute the load to the main reinforcement. And also for shrinkage and temperature stresses.
