Maximum power transmission efficiency is 66.67% hence 2/3 is the right answer.

And power transmission maximum head loss in friction is equal to 1/3 of total head supply.

The power transmitted through the pipe is maximum when the head loss due to friction in the pipe is 1/3 of the total supply head.

The efficiency of power transmission $=H-hf/H.
hf = head loss due to friction.
H = Total supply head.
hf = H/3.
$ = 2/3 GIVEN ANSWER IS CORRECT.
