The concept is that, the water that flows inside the pipe flows into the layer, so thereby the flow is called laminar and for laminar flow velocity distribution is parabolic.
And for turbulent flow the velocity distribution is logarithmic.

Because, in case of pipe flow, the velocity profile is maximum at the center of the pipe.

If the flow is turbulent then velocity distribution is logarithm.
