Hc=Ha-0.82H,(Hatm=10.3,Hc=0, this brings H=12.53).

At the mouth of the mouthpiece, the pressure cant be bellow atm,if so then liquid vaporise and form a bubble,
So the head greater than 12.5 leads to form negative atm at the outlet of the mouthpiece.

I think, if the head is more, it increases the dist of vena contracta, so the flow does not touch the surface of the mouthpiece so it is running free.
