The Hydraulic Gradient Line or the Hydraulic Grade Line is defined as a line joining all the liquid levels indicated by piezometers connected to the pipeline throughout.
If HGL is above the centre of the pipeline, the pressure is positive and if HGL is below the centre of the pipeline, the pressure is negative.
If HGL is above the centre of the pipeline, the pressure is positive and if HGL is below the centre of the pipeline, the pressure is negative.

HGL is below the center line of conduit in the case of syphon so (D) is the correct answer.

Depending on the elevation of the hydraulic grade line at the downstream end of the subject run, it is possible to have the hydraulic grade line rise above the top of the conduit. That is, the conduit is under pressure until, at some point upstream, the hydraulic grade line is again at or below the level of the soffit of the conduit.
