Piezometer is used for low pressure it's right but not for very low or negative pressure.
And manometer is used for high, low and negative pressure that is why option C is right.

The answer is correct the manometer measures vacuum pressure as well as vacuum pressure means low pressure.

The micro manometer is a modified form of a simple manometer at which even small pressure can be measured accurately. And piezometer can measure gauge pressure only.
