Width length and height of vehicle are fixed parameter according to IRC and speed is variable for different speed SSD will be different so speed is considered to be worst (But at the time of designing of road length width and height of vehicle also considered).

Width:pavement width, shoulder & parking.
Length:radius of curve, extra widening, osd &ssd.
Height:vertical clearance & flyovers, electric poles.
Speed: gradient, superelevation, sight distance.

Speed is the major contribution of superelevation but in the road designing width height, length is also considered acc to IRC.
