Width Length and Height are only physical points of a vehicle and nothing to do of design of road because width, length and height are only come into consideration in turning manoeuvre.

Width length and height of vehicle are fixed parameter according to IRC and speed is variable for different speed SSD will be different so speed is considered to be worst (But at the time of designing of road length width and height of vehicle also considered).
