Westergard gave a formula for three Loading cases-Corner, Edge and Interior. Kelly modified Westergard's corner loading equation for more accuracy and it is now being used by IRC.
Original corner loading formula was given by Gold beck but was latter found to give stresses under wheel loads considerably higher than actual stresses in pavement slabs under service conditions.
PICKETT (along with Ray) gave influence chart for determining stress at interior and edge of the pavement.

Option A and B both are correct because the formula was given by Westergard but slightly modified by Kelly later.

The formula for corner loading was first proposed by Westergaard and later is modified by Teller and Sutherland.
