IRC 44-2008 : Guidelines for Cement Concrete Mix Design for Pavements.
In this Guideline if we calculate the minimum cement content by percentage it comes around 13%. So, we can take 15% as the answer.
Even if we follow SP 23-1982 : Handbook on Concrete Mixes, we find from the worked out example there for M20 Concrete Minimum Cement content in percentage is 15%.

I think its 15%.
M20 minimum cement content is 300 kg as per IS.
Now, 2400/300 gives minimum cement content per CM in percentage.
