It is talking about apex distance and it should be R(secθ/2 -1).

Cos θ/2 = R+E/ R.
And E = R(1-Cos θ).
And E = R(1-Cos θ).

It is an external distance (E) that can be calculated as Cos (θ/2) = Adj/Hypo=R/(E+R).
Then, it becomes, E = R * (Sec(θ/2)-1).
Then, it becomes, E = R * (Sec(θ/2)-1).
