Yes, it's B because RLascends.
If the option is such that negative gradient from C to B then both B and E are right but now B is right.

I think the answer should be (C).
A to C, the RL is increasing. If we consider a fix line of collimation, then the staff should descend so as to increase the staff reading.
The staff reading increases, if the level of ground descends.
I believe It's negative gradient.

When staff reading decrease the land or road has Rising Gradient.
When staff reading increase the land or road has Falling Gradient.
So in this question there is a Rising gradient so option B is correct.
