Width of single, multilane, double lane etc preceded by IRC, which is fix. So, no of lanes will constitute the total width of the pavement.

An answer is a number of lanes because lanes are fixed. Type of traffic doesn't relate to it as the width of the lane is the same for all i.e 3.5m.

Also, terrain doesn't affect formation width.

Because it is pavement width (which is metalled (blacktop) ) not formation width or road width.
