It is correct because at the top of the wall in the cohesive soil there is a negative pressure of value 2ccot@ so to make it zero at the top a pressure of 2ccot α should be applied.

Pa = rzcot2α - 2c cot α + q cot2α.
For z = 0.
And, 2c cot α= q cot2α
q = 2 c tanα.
Pa = rzcot2α - 2c cot α + q cot2α.
For z = 0.
