As per IS 456 : 2000, the minimum reinforcement in the vertical and horizontal directions is 0.0012 and 0.0020 for deformed bars up to bar diameter 16 mm respectively while it is 0.0015 and 0.0025 for other types of bars.

Therefore (Minimum vertical reinforcement )/(Minimum horizontal reinforcement) =(0.0012 )/(0.0020 ) or( 0.0015 )/0.0025 = ( 3 )/5 i.e.. 3 : 5.

According to IS 456:2000. The Correct answer is 3:5.

For deformed bars up to 16mm dia.

Minimum vertical reinforcement = 0.12% of x-s/c area.
Minimum horizontal reinforcement = 0.20% of x-s/c area.

For mild steel,
Minimum vertical reinforcement = 0.15% of x-s/c area,
Minimum horizontal reinforcement = 0.25% of x-s/c area,

In either case, it comes out to be 3:5.

Option- D is correct.
