e+f = v^2/127r.
e+0.15 = 60^2/127*128.
e = 0.71.
e+0.15 = 60^2/127*128.
e = 0.71.

The super elevation "needed" is asked, so the answer is 0.071.
However, the super elevation "provided" will be 0.07, as we can't exceed the limit prescribed by IRC.
