Fluid element considering:

i) Newtonian fluid=shear stress direct proportional to shear strain or velocity gradient(real fluid),n=1.
ii) Non - Newtonian fluid=shear stress not proportional to shear strain or velocity gradient(real fluid),n<1.

Because shear stress of a fluid occurs only in dynamic equilibrium state. That means the fluid should be in motion. Fluid is viscous means viscosity occurs in motion condition only. So, when a fluid is viscous shear stress develops.
