Is there any explanation for this statement?

Refraction index means speed of light. As the salinity of seawater rises, the amount of salt added rises, so the refractive index rises.

Refractive index increase and reflective index decrease with salinity increases.

The Speed of light is maximum at vacuum.

But when it comes to ocean water and as salinity increases, density also increased. So obviously velocity will decrease.
