According to IS 456:2000, Page 16 NOTES, " In the designation of concrete mix M refer to the mix and the number to the specified compressive strength of 150 mm size cube at 28 days, expressed in N/mm2.

i.e. ISI has specified the full strength of concrete after 28days.

It's right Concrete take 3 years to gain full strength but IS suggested to take strength at 28 days as standard.

ISI doesn't specified any strength. That is the IS 456 which specified the strength of concrete.
