According to IS 456:2000, Page 16 NOTES, " In the designation of concrete mix M refer to the mix and the number to the specified compressive strength of 150 mm size cube at 28 days, expressed in N/mm2.

i.e. ISI has specified the full strength of concrete after 28days.

As per IS 456 the concrete gains 99% strength in 28 days not 100%.
