Gypsum is retarder: it decreses setting of cement hence increases setting time because more time is required for the cement to set. Calcium chloride is accelerator: it accelerates the setting of cement hence decreases the setting time as less time is required for cement to set.

Accelerator: as the name indicate it increase the setting and decrease setting time.
