Absolute answer is semi-plastic (slump value 100 to 175) vibration is not possible. But in the case of the Dry mix (slump value 25 to 50) mechanical and hand vibrator can be used.

In case of Moist earth (slump value 0 to 25) power vibrator can be used.

In case of Plastic (slump value 50 to 100) most commonly used in major engineering structures like piers etc, where reinforcement requirement is more, so obviously here also used vibrator. But only in case of semi plastic, though it's workability is very high but can't we use vibrator, since it is like water.

No, it is wrong, when vibrator used slump value should not be greater than 5cm and plastic concrete has slump value 6.5.
