Retaining wall is meant to retain earth pressure against an artificially cut edge or excavation edge in soil. A breast wall on the other hand is used to sustain earth against a natural slope such as the hillside of a mountain road.

Retaining walls are provided to resisit earth fillings.
Whereas breast wall are provided to on naturally sloping grounds in cutting to resist the action of weathering.

The Answer is correct for protecting the slope surface area. This is breast wall.
