There are three options which are correct but one is more severe than others.

Cohesive soil- foundation construction is not a big deal.

Bearing capacity low- pile foundation is suitable.

But if volume is changing rapidly, then the behaviour of soil is very uncertain and severe than others. So in my judgement option D is correct.

Black Cotton Soil also consists of the excess of Montmorillonite mineral. These show volumetric changes with the change of atmospheric conditions. Black cotton soil shows swelling when moisture content increases and shrinkage behavior when moisture content decreases.

Because the clay soil is cohesive in nature also the property of the soil is change from climatic condition or season variation.
