Since the pressure drop is square of velocity, so in a 1-2 heat exchanger the velocity is doubled as compared in a 1-1 heat exchanger, hence the pressure drop in 1-2 heat exchanger is 4 times than that of 1-1 heat exchanger.

Pressure drop in the multi-pass heat exchanger is directly proportional to G^2 * n where G is mass velocity and n is a number of passes.
G in the second case will be two times the first case n=2 so we have 2^2 *2 =8.
G in the second case will be two times the first case n=2 so we have 2^2 *2 =8.

Directly proportional to mass velocity^2 & number of passes. Hence 8 time is the right one.

How it's possible?
