Because, we are introducing I- controller which will create an oscillation in the system, and if a system has oscillation that system must have less than 1, that's why the system will lie under the underdamped category.

For close loop transfer function = (1/2s )/(1 +(1/2s)*(1/T1s) ).
So by simplify and compared with 2nd order general equation.
Zita will be 0 so it's less than 1 so the system becomes underdamped.
