Let consider Level as height h and inlet flowrate F1 and area of the tank is A.
F1-F2 = A dh/dt.
F2 = h/R,
So,
F1-h/R= A dh/dt.
R F1 = AR dh/dt + h.
So by taking Laplace;
R F1(s)= A R ( s H(s) - H(0) ) + H(s).
H(0)= 0 at steady state.
R F1(s) = A R ( s H(s) + H(s)).
R F1(s)= (A R s+ 1) H(s).
H(s)/F1(s) = R /(AR s+1).
F1-F2 = A dh/dt.
F2 = h/R,
So,
F1-h/R= A dh/dt.
R F1 = AR dh/dt + h.
So by taking Laplace;
R F1(s)= A R ( s H(s) - H(0) ) + H(s).
