Option B is right.
Less elastic means take more time to return its original shape.
Like as steel is more elastic because it take less time to return it's original shape.

Less elastic material means the material is able to stretch more than its initial condition.
We know that vulcanization of rubber means that plasticity converts into elasticity so, Normally elasticity of rubber will be increased.
The more elastic material is called less elastic.
