If water makes good conductor then it can also be calculated by thermal conductivity, why resistance can calculate it?

Yes it is more easy to measure thermal conductivity, in place of resistance, therefore it must be thermal conductivity.

Water can make any material a good conductor. If there is more humidity in the material here is fibre as it is given in statement, then electrical resistance will be less in fibre.

Therefore electrical resistance can be computed with the help of humidity.

Thermal conductivity is the property of a given substance. It may be reported as certain quantity in literature, for fibre, but not for Fibre + Water mixture (Humid fibre). Hence, it is easier to measure resistance (=V/I) directly rather than extrapolating the resistivity values for the mixture.
